Should Congress fail to pass health care in any of it&#039;s current forms in 2010, I believe states should pass more reasonable reform on their own.  There are proposals governors and state legislators can enact that will sound reasonable to most Americans.  If passed and given a chance to work, these programs will go a long way to ensuring better reform in Congress.  It will also improve Republican chances in 2010 and 2012.
